Production and Placement of Videos and Outdoor Banners in Frames of Communications Campaign Reference Number. GE-GITA-151883-CS-CQS

 

  1. Background

The Government of Georgia has secured support from the World Bank Group (the Bank) for the Georgia National Innovation Ecosystem (GENIE) Project in the amount of US $23.5 mill0ion. The main objective of the project is to increase innovative activities of the micro, small, and medium-sized enterprises (MSMEs) and individuals in Georgia and their participation in the digital economy. The Project will enhance Georgia’s national innovation ecosystem through an integrated approach across three components, plus project implementation support.

Component 1: Innovation Infrastructure. The component will: (a) develop a network of Regional Innovation Hubs (RIH) and Community Innovation Centers (CICs) in selected cities, towns and villages of Georgia; and (b) design and pilot a Broadband-for-Development (BfD) program to support the increase in adoption and use of broadband internet services and advanced information technology by eligible households and eligible Micro, Small, and Medium Enterprises (MSMEs), with a focus on rural areas.

Component 2: Innovation Services. This component provides training and technical assistance in support of developing the digital economy skills of individuals and support of firms receiving financial support under the Innovation and Startup Matching Grants programs.

Component 3: Innovation Financing. This component supports the: (a) provision of Matching Grants, selection of eligible MSMEs for receipt of Matching Grants and supervision of Matching Grants; (b) provision of technical assistance to Eligible MSMEs to prepare and implement Sub-Projects; (c) provision of Applied Research Grants to selected scientists through the Shota Rustaveli National Science Foundation (the Foundation); and (d) provision of technical assistance and related costs to the Foundation for the administration of the Applied Research Grants program, as well as to GITA and Enterprise Georgia, in administering support to MSMEs.

Implementing Institutions. The central institution responsible for coordination of the project is Georgia’s Innovation and Technology Agency (GITA) under the Ministry of Economy and Sustainable Development of Georgia (MoESD). GITA is responsible for all project implementation except for the Applied Research Grants program implemented by the Shota Rustaveli National Science Foundation. It will coordinate the gathering and processing of the results of monitoring, reporting, fiduciary functions, and safeguard procedures in close cooperation with relevant institutions participating in the project.

  1. Objective of the Assignment:

 

The objective of this assignment is: to support GITA/GENIE communications campaign - “Communication for Innovative Future” to be implemented in   2020; ensure production and further media placement of videos and outdoor advertising billboards.

 

GITA/GENIE communications campaign falls in line with the communications strategy for 2020-2021 that foresees multiple, multi-channel activities implemented under the umbrella campaign of GITA to support Innovation Ecosystem formation and development process. GITA/GENIE aims to extend and strengthen innovation infrastructure, to increase innovation activities of firms and individuals and their participation into the digital economy. Consequently, goal of this assignment is to support formation of innovation infrastructure and services through multi-channel and constant communication with target audiences.

 

  1. Scope of Work and Deliverables &Reporting:

The Consultant shall perform following services:

Produce 3 image support/information videos and 2 Tutorial videos (see table #1):

  • Develop concept of each video;
  • Develop scenario and production timeline of each video and agree with client;
  • Ensure production of videos in accordance with agreed scenario and timeline;
  • Develop media-plan for each video;
  • Ensure media placement according to the media-plan;

 

Produce Outdoor advertisement for 5 components of the campaign (see table #1):

  • Develop concept to be in line with videos of the same campaign;
  • Develop designs for each component;
  • Develop placement plan for each component;
  • Ensure production and placement according to agreed placement plan.

Startup Matching Grants Programs

Reaching maximum number of potential beneficiaries to encourage for participation

Early stage, private, micro and small enterprises, less than 2 years old. Innovators and those interested imonth n creation of technology based startups living throughout Georgia.

a) Two video tutorials to raise awareness about startups and ecosystem in general;

b) Outdoor advertisement to support Matching Grants campaign - design and production;

Innovation Matching Grants Programs

Production period: January 2020; placement according to rounds (3 rounds)

Promote products, technological or business process innovations, as well as technology adoption.

MSMEs, consortia of firms. Young and established enterprises. Innovators and those interested in creation of technological startups living throughout Georgia.

Developing Digital Economy Skills

Production period: January 2020;

Active placement: 1st quarter of 2020

Strengthening Information and Communications Technologies (ICT) sector through training for ICT Professionals

Informing maximum number of potential trainees and encourage for participation and increasing awareness about ICT program in general

Additional Information and Requirements:

  • Concept of videos and outdoor billboards of the same component must be in line with each other and shall target segments as described in the Table #1;
  • Each of the image support videos shall be produced in 3 different length to be adaptable for placement;
  • Concepts and placement strategies for videos and outdoor advertisement shall be developed separately to meet goals and objectives of the program component and the campaign;
  • Image videos shall be advertised on 2 popular channels of Georgian TVs (to cover Prime Time the least 30% of overall placement time). Campaign shall get GRP (Gross Rating Point) 600  to get higher reach and increased awareness;
  • Tutorial videos shall be graphic to be easily understood and caught by target audiences;
  • Videos shall be of the highest quality in HD format;
  • Placement plan of outdoor billboards shall be agreed with client beforehand. Minimum requirements for placement:
    • Umbrella campaign shall comprise at least 10 billboards in central locations of Georgian cities with length of placement at least 3 months;
    • Hubs and center’s component shall comprise at least 12 billboards and cover all regions where hubs and centers are located. Billboards shall be exhibited both in central part of the towns and connecting highways.
    • Grants components shall comprise minimum 8 billboards in at least 4 big cities: Telavi, Kutaisi, Batumi and Zugdidi and are recommended to be placed near state Universities or centers near them.
  • Preliminary concept document to exhibit main concept, vision of the campaign and its draft objectives shall be presented in 2 weeks after commencement of the services to get approved by the Client;

Branding

GITA/GENIE brand identities shall be highlighted in the campaign. Further branding details will also be communicated with clear guidelines and instructions.

  1. Timeframe and Duration

Assignment is expected to start in February, 2020 and last 12 months.

 

  1. Client’s inputs

 

Client shall provide with information about each program and expectations, relevant videos to be boosted and provide necessary information for HTML posts production. It shall give access to all available data, information, and documents relevant to this assignment; necessary permissions in the context of Matching Grants web portal; to key program stakeholders; accommodate the presence of representative during the meetings, where necessary.

 

  1. Qualification requirements

 

The Consultant shall have a proven competence and experience to undertake the task defined by Terms of Reference. Consultant shall have experience in similar works of advertising production and placement successfully implemented during past 5 years, it shall include:

Consultant shall have:

  • Minimum 5 years’ experience in advertising sector, video production and outdoor advertisement planning;
  • Minimum 3 advertising videos that had been targeted on Georgian market and achieved excellent awareness produced and placed from 2017;
  • Minimum 3 outdoor advertisement campaigns that covered capital of Georgia, main cities and regions;
  • Permanent media planning unit composed with minimum 2 employees;

Georgia’s Innovation & Technology Agency (GITA) now invites eligible consulting firms ("Consultants") to express the interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • General experience of consultant in advertisement, video production and outdoor planning/placement;

 

  • Experience in similar assignment, conducted during past 3 years (since January, 2017).

 

Note: the GITA reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms. (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the consultant).

Experience in the projects relevant to the assignment should be submitted in the Form No: 1 (see attached file).

 

Consultant will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in Section III of the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014.
